Sir,
Enclosure No. 3.
Colonial Secretary's Office,
Hong Kong.
2nd May, 1928.
53
In reply to your letter of 17th April, 1928,
regarding Fr. Juan Mencarini's special mission on behalf
of the Spanish Government to recruit 2,000 Chinese labour
emigrants for the Colony of Spanish Guinea, on the West
Coast of Africa, I am directed to inform you that it is
necessary to refer the matter for the instructions of the
Secretary of State for the Colonies before the arrangement s
suggested could be approved.
2. I am, however, to point out that the conditions
drafted for the labour migrants present a number of
difficulties. Apart from the point that indentured labour
is no longer allowed to emigrate from Hong Kong, the method
of paying the labourer on arrival at his destination makes
it impossible without much further detail to say what the
labourer's minimum wages would be.
3. It will, therefore, be clear to you that no
early answer except an unfavourable one can be given to
the auggestion in yur letter.
The Consul for France
in charge of the
Spanish Consulate in
HONO
KONG.
I am, Sir,
Your obedient servant,
(Sd.) T. W. Ainsworth,
Colonial Secretary.
